One of the best, and cheapest, places to learn art is at your public library, in the 740 -770 section. If you’re looking for more advanced digital techniques, the internet is a better place for that. The books and websites on this list are my personal favorites.
Finally, make sure to hang out around other artists (offline). It's hard to beat the inspiration that comes from a group of active artistic friends or colleagues.
